CONSTITUTION OF THE NAGA STUDENTS’ UNION, PUNE
Motto: “Unite For Greater Heights”
We, the Naga Students of Pune, do solemnly constitute the Naga Students Union, Pune to secure healthy fraternity and to co-operation amongst ourselves and with other like-minded student organizations to provide the opportunity to the students to express and develop leadership qualities and creativity to promote critical analyses and preservation of our culture and tradition, to foster academic discipline and career of the students. In our Union Assembly we do hereby ordain, adopt, enact, and give to ourselves this constitution on this day, the 29th of august 1999. *The revised constitution was approved by the Union Assembly on this day, the 6th of February 2011.
The name of the Union shall be the Naga Students’ Union Pune.
The motto of the Union shall be “Unite for Greater Heights”.
The jurisdiction of the Union shall extend to all the Nagas in Pune.
There shall not be any other Naga Students Union other than the Naga Students Union of Pune.
SECTION A: Membership
All the Naga by birth and by descent shall be the member of the Union.
Any Naga who denounces his/her citizenship shall cease to be a member.
SECTION B: Registration
(i) It shall be mandatory for all the Nagas to be registered annually.
(ii) The requisite annual registration fee shall be decided by the Union Executive.
The legislative body of the Union shall be called Union Assembly.
The Union Assembly shall consist of the Executive and its members.
Quorum of the Union Assembly shall be 1/10 (one-tenth) of its members and decision shall be carried by 2/3 (two-third) majority of the members present.
No organization(s) or individual(s) shall be allowed to organize any event or party in the name of the Naga(s) or Union.
No individual tribe shall be allowed to organize any event or party without the prior permission from the Union President.
All the details of personal information of the members shall be kept confidential and shall be used for official purpose(s) only.
The Executive body of the Union shall consist of the following post (s):

Terms of Executive Council:
1) Every executive member shall hold office for one academic session if:
(i) He/she is not expired, resigned or impeached
(ii) The Executive body is not dissolved prematurely
(iii) In case of accepted resignation/death/loss of membership, there shall be re-selection by the executive body in consultation with the advisory board for the same post, except for the post of President whose office shall be looked after by the vice President till his tenure of office is completed.
2) The executive may hold the office for more than one year if he/she is reselected.
1. Qualifications of President
A person shall be qualified for the post of President if he/she
(i) is a bonafide member of the Union
(ii) is a graduate
(iii) has been living in Pune not less than one year
2. Qualifications of other Executive
A person shall be qualified to be an Executive if he/she
(i) is a bonafide member of the Union
(ii) has been living in Pune not less than a year
Power and functions of the Executive Council:
(i) The President shall be the head of the Union.
(ii) He/she shall have discretionary power to sanction upto Rs 3000/-(Three thousand) only at a time, which shall be acknowledged in the earliest executive meeting.
(iii) He/she shall have the power to summon, preside, prorogue and adjourn all the Union Assembly and executive council meeting.
(iv) He/she shall cast the deciding vote in all cases of a tie.
(v) He/she shall have the power to accept/reject the resignation tendered in written by any executive.
(vi) He/she is entitled to use the name of the Union in all dealings related to the Union internal or external matters.
(vii) He/she in consultation with other Union Executive shall have the authority to create an office or appoint committees with certain principle to help the Union executives as and when necessary.
(viii) As the head of the Union, he/she shall be responsible for the overall well being of the Union and be responsible for implementation of all the programmes and policies of the Union Assembly.
2) VICE PRESIDENT:
(i) The Vice President shall assist the President with works endorsed to the Union.
(ii) He/she shall be the acting President in the absence of the President.
3) GENERAL SECRETARY
(i) The General Secretary shall keep minutes of all the meetings and proceedings of the Union.
(ii) He/ She shall be responsible for all the correspondence concerning the executive in consultation with the President.
(iii) He/she shall prepare annual reports of the Union and shall present to the Union assembly.
(iv) He/she shall be the Secretary of the Union Assembly and maintains the minutes of the meeting.
4) ASST. GENERAL SECRETARY:
(i) The Asst. General Secretary shall assist the General Secretary with all works endorsed by the Executive.
(ii) He/she shall be the acting General Secretary in the absence of the general Secretary.
5) FINANCE SECRETARY:
(i) The Finance Secretary shall have power to use the Union fund in consultation with the President.
(ii) He/she shall record and maintain all the financial transaction of the Union with vouchers and other documents.
(iii) The Union shall open the Bank Account and jointly operated by the President, Finance Secretary and Asst. Finance Secretary.
(iv) He/she shall table the Annual Financial report to the Union Assembly which shall be audited by the audit committee.
6) ASST. FINANCE SECRETARY
(i) The Asst. Finance Secretary shall assist the Finance Secretary.
(ii) In the absence of Finance Secretary, He/she shall take over the responsibilities and act as the Finance Secretary.
7) SOCIO-CULTURAL SECRETARY:
(i) The Socio-Cultural Secretary shall be responsible for promotion of the Naga cultural and traditional heritage.
(ii) He/she shall be responsible for organizing students’ social and cultural activities.
(iii) He/she shall maintain the traditional and cultural assets of the Union
8) ASST. SOCIO-CULTURAL SECRETARY
(i) The Asst. Socio-Cultural Secretary shall assist the Socio-Cultural Secretary
(ii) In the absence of Socio-Cultural Secretary, He/she shall take over the responsibilities and act as the Socio-Cultural Secretary.
9) SPORTS SECRETARY:
(i) The Sports Secretary shall be responsible to organize the annual sports meet and other related sports activities of the Union with the executives.
(ii) He/she shall be responsible for over all well being and promotion of the games and sports activities.
10) ASST. SPORTS SECRETARY
(i) The Asst. Sports Secretary shall assist the Sports Secretary
(ii) In the absence of Sports Secretary, He/she shall take over the responsibilities and act as the Sports Secretary.
11) INFORMATION SECRETARY:
(i) The Information Secretary shall be responsible for all the media and the publicity of the Union.
(ii) He/she shall be responsible to keep the members aware of the Union activities.
(iii) He/she shall collect up to-date information for necessary coordination and references.
12) STATISTICAL SECRETARY:
(i) The Statistical Secretary shall record and maintain all the necessary records of all the members.
(ii) It shall be the duty of the Statistical Secretary to keep the record up to-date annually.
13) ASST. STATISTICAL SECRETARY
(i) The Asst. Statistical Secretary shall assist the Statistical Secretary
(ii) In the absence of Statistical Secretary, he/she shall take over the responsibilities and act as the Statistical Secretary.
14) REPRESENTATIVE TO NSF:
(i) All the correspondence to NSF shall be done by the representative to NSF in consultation with the President.
(ii) He/she shall participate in NSF conferences/program whenever necessary.
15) WOMEN COORDINATOR:
(i) The women coordinator shall work together with the executives in related to all the issues on women.
16) ADVISORY BOARD:
(i) The advisory board shall consist of five members.
(ii) The advisory board shall be appointed by the Union Executive.
(iii) The advisory board shall be responsible to conduct orientation program to the new Executive.
(iv) At least two advisors shall present in all the executive meetings.
Selection/appointment and tenure of the Selection Committee members
(i) The selection committee shall be appointed by the Union Executives.
(ii) The selection committee will be dissolved after the selection of the executives.
Qualification of the Selection Sommittee members
A person shall be qualified to be a Selection committee member if he/she:
(i) is a bonafide member of the Union
(ii) possess enough knowledge about the functions and activities of the Union
(iii) is with no negative remark in the Union or in the society
(iv) is able to evaluate and select the right candidate with justice
Powers and functions of the Selection Committee
i) In event of any selection dispute; if the constitution is silent on the matter, the selection committee’s decision shall be final and binding to all the members.
ii) The selection committee is empowered to accept or reject any nominated candidate.
iii) The selection committee shall scrutinize and interview all the candidates before assigned to any post.
iv) They shall select the candidate with justice and assign the post according to the capability of the candidate without any prejudice.
Selection of the Executives members will be held once in a year by the selection committee members.
Qualification and selection of executives
i) Any member of the Union who is a Naga by birth shall be eligible for any post in the Union Assembly except the Presidential post, which requires a graduate.
ii) All the candidates should be ready to work for the Union and willing to take up any post assign to them.
iii) The time for self-nomination shall be given through regular nomination forms duly signed by nominator, person seconding and nominee within a stipulated time.
iv) The candidates may be nominated through proper channel however, there is no assurance that he/she may be selected or assigned a specific portfolio.
MISCONDUCT AND DISCIPLINE:
The following acts and commission shall amount to misconduct.
i) Indulgence in drugs, alcohol and other intoxicated articles.
ii) Elicit sexual relationship with the opposite sex or same sex.
iii) Theft, fraud of dishonesty in connection with the Union property or the property of another person.
iv) Wilful insubordination or disobedience, whether or not a combination of another, of any lawful and reasonable order of the Union Executive.
v) Refusal to accept a charge sheet order or any other communication served accordance with the constitution of the Union.
All the Nagas whether registered or non-registered will come under the preview of the disciplinary clauses of the Union if found guilty of misconduct and shall have to undergo the following procedure of disciplinary action:
i) A letter of caution served as first warning.
ii) Informing respective parents/guardians through letters/phone call etc
iii) Expulsion from the Union and Pune for two academic years from the date of disciplinary action taken.
iv) The rusticated person’s details will be published in local dailies and due notification will be given to the NSF, NCF, Apex tribal bodies and village students’ Union to which the person belongs.
v) Any member of the Union desiring to share the same flat with a brother and sister or vice versa shall produce a letter of approval from their respective parents and hand it over to the President
vi) The letter of approval must be attested by an executive member (other than President) as a witness.
vii) If any member of the Union is found sharing the same flat without the prior information from the Union as well as from their respective parents, he/she shall have to undergo the procedure of disciplinary actions as mentioned in Section B of Article TEN.
IMPEACEMENT AND AMENDMENTS:
Non-confidence motion can be moved by any member of the Union Assembly against any Executive member. The resolution shall be passed by a two-third majority of the council in order to be valid.
Any member of the Union can move for amendment of any part of the constitution (article, clauses and section) and it shall be opened to the council for debate and shall be considered valid if passed by a two-third majority.
1) ACTION COMMITTEE:
(i) The Executive of the Union shall appoint the Action Committee members to deal the
problems and issues related to misconduct as mentioned in ARTICLE TEN and/or according to the need of the situation.
(ii) The Action Committee shall be dissolved automatically once the problems or issues are resolved.
2) AUDIT COMMITTEE:
(i) The Executive of the Union shall appoint the Audit Committee Chairman and other members to audit the accounts of the Union once in a year.
(ii) The Audited accounts shall be placed before the General body meeting for passing.
3) OTHER COMMITTEE:
(i) The Union may setup any other committees for any specific task or purpose.
SIGNIFICANCE OF THE EMBLEM OF NAGA STUDENTS’ UNION, PUNE
1. Background Colour: The background colour of the emblem is sky blue faded to white from bottom to top of the emblem.
2. 5-Hills: The five hills represent the land of the Nagas and its people covering all the Naga inhabited areas in the North-East India and Myanmar.
3. Spear and Shield: The Spear and the Shield placed slanting represents safe-guarding of the motherland from undesirable outside force.
4. Micro-waves: Micro-Waves like, under the spear, depict the hills and valleys which symbolizes various stages of struggles in the pursuit of the desired goals.
5. Bird: The soaring bird above the hills symbolizes the NSUP’S Commitment of rising above any circumstances of life and uniting for greater heights in line with its declared motto.
6. Circle: The circle in which NSUP’s motto is written represents the tie of unity that binds the Nagas together.
Note: *The NSUP constitution was reviewed and revised after 11 years and the revised constitution was approved by the Union Assembly on this day, the 6th of February 2011.
